Each year, the City of Victoria establishes funding priorities through its annual budget, which identifies the expected revenues and planned expenditures required to deliver the over 200 programs and services our community relies on.
Through Draft Financial Plan discussions and deliberations, City Council sets service levels and allocates funding for all City services, programs, projects and initiatives.
Council budget decisions are informed by strategic and master plans, Council priorities, financial forecasts, legislative requirements and community input on priorities for investment.
2026-2030 Draft Financial Plan
The City's 2026-2030 Draft Financial Plan (draft budget) will be presented to Council at a Special Committee of the Whole Meeting on Friday, November 7, 2025 at 1 p.m. for consideration.
Once Council’s initial budget deliberations are completed, the community will be invited to provide input on the draft budget in writing and/or by pre-recorded video up to five minutes in length.
All public input will be shared with Council in an information package to help inform their 2026 budget decisions.
Budget Public Engagement to Date
Public engagement to date to help inform Council’s 2026 budget priorities, has included a random Ipsos Budget Survey with 700 City of Victoria residents and focused community conversations with six local equity-deserving organizations and 68 community members they serve.
At the November 3, 2025 Special Committee of the Whole Meeting, staff presented the 2026 Draft Budget Engagement Summary. Watch the archived meeting and read the information package to learn more.
