Special Hiring Programs

The programs below provide unique opportunities to work for the City of Victoria.

Inclusive Municipal Program for Advancing Careers and Training (IMPACT)  

IMPACT is an eight-month work experience program for equity-seeking and equity-deserving people. It provides valuable work experience through employment skill development, educational resources and networking opportunities. The program includes an orientation to the City, goal setting, scheduled self-assessments, career support and group activities with other program participants.  

Opportunities are often available in a range of departments and range from entry-level positions to those requiring more specific work experience or education.  

Who can apply?

To be eligible for this program, applicants must self-identify as one or more of the following:    

  • Racialized  
  • Indigenous    
  • Black / African Descent  
  • Newcomer, immigrant or refugee (living in Canada for under five years)  
  • 2SLGBTQIA+  
  • Gender-diverse  
  • Person with disabilities / disabled  
  • Neuro-divergent  

In addition, applicants must:

  • Be legally entitled to work in Canada in accordance with relevant provincial and federal legislation and regulations
  • Have language proficiency of Canadian Language Benchmark (CLB) Level 6 or higher / Proficient in English

How to apply

IMPACT opportunities are posted annually each spring and can be found on the City’s Current Career Opportunities page. They are also shared with local organizations. Applicants may apply for more than one posting at a time.

Apprenticeship Training Program

The Apprenticeship Training Program is a collaborative initiative between the City of Victoria and the CUPE Local 50 and currently includes the following trades:

  • Painter
  • Mechanical Technician  
  • Welder Fabricator

Apprenticeships combine on-the-job learning under the supervision of a qualified journeyperson, along with external technical training provided through academic institutions.  

Apprenticeship opportunities at the City run for up to four years; applicants already participating in apprenticeship programs are eligible for the program and encouraged to apply.

Who can apply?

To be eligible for this program, applicants must meet the minimum education and certification requirements outlined for their chosen trade. This may include having a high school diploma or equivalent and adhering to any prerequisites set by SkilledTradesBC, as well as at least six months of basic knowledge and experience related to the tasks and responsibilities of the position. This may include hands-on experience gained through projects, formal training and work.

Co-op Program

The City’s Co-op Program provides post-secondary students with a paid work placement that provides practical experience working with the City of Victoria. The program expands their skills and competencies in their field of study.

Opportunities are available in a range of fields with different City departments.  

Co-op work terms are four or eight-months and they align with the post-secondary trimester system:

  • Winter: January to April
  • Summer: May to August
  • Fall: September to December

Who can apply?

To be eligible for this program, applicants must be enrolled in a Canadian post-secondary institution and be in good academic standing.
